Advanced Clean Fleet – Annual Reporting & Simulations


Regulatory Update: Effective January 2025, the Advanced Clean Fleets (ACF) regulation applicable to private fleets and drayage operations has been suspended. Compliance obligations currently apply only to State and Local Government fleets.

Private Fleets (Currently on Hold as of January 2025)

Private fleets that operate in California and meet either of the following thresholds were originally subject to the Advanced Clean Fleets (ACF) regulation:

  • Operate 50 or more trucks nationwide with at least one vehicle in California, or
  • Generate $50 million or more in annual revenue
The regulation is structured into multiple compliance pathways; all aimed at transitioning fleets from ICE (Internal Combustion Engine) vehicles to ZEV (Zero Emission Vehicles) over time. Please note: As of January 2025, ACF requirements for private fleets are currently on hold.

Public Fleets (State & Local Government – Active)

All State and Local Government fleets are currently required to comply with the Advanced Clean Fleets (ACF) regulation. Under this program, fleets must transition from ICE vehicles to ZEVs over time through one of the approved compliance pathways, with the overall goal of achieving a zero-emission fleet.

There are two different pathways to compliance and it is important you understand the benefits and disadvantages of each pathway. Your current purchase strategy, turnover cycle and age of your existing fleet will influence each option. This regulation applies to ALL fuel types, over 8,500 lbs.

Annual Reporting

The TRUCRS Reporting System has been revamped to now deal with Advanced Clean Fleets reporting. Previously, only diesel equipment over 14,000 lbs. has been reported in this system. Fleets now need to add in all their other equipment, not previously reported, which includes diesel equipment 8,500 lbs. -14,000 lbs. as well as all other fuel types (gasoline, propane, etc.) 8,500+ and above.

Vehicle grouping is important in this rule and fleets need to ensure all vehicle types are correctly reported in the TRUCRS portal, as this will dictate which vehicle group CARB have placed your vehicles into. This only matters if you are opting in the Milestone Phase-in compliance pathway.
